I would assume you're talking about "highest value".
However, even that is an incomplete question.
The value of currencies is determined in comparison to the currencies of other countries.
For instance, for India, the value of one currency can be the highest. But for some other country, the highest value currency could be something else. (Makes sense?)

Besides, you must also note that the value of currencies fluctuates depending on so many factors, such as inflation, unemployment, and export-import.
So, currencies have no standalone value.
